Tina Cullors
Tina Cullors brings more than 40 years in California K-12 facilities planning, capital programs, and construction to School Leaders. Most recently a Director at MGT, and previously at EH&A, she has guided districts through complex regulatory, funding, and development environments, helping secure and optimize more than $500 million in combined state and local funding. Her expertise sits where long-range planning meets funding strategy: Facilities Master Plans, Developer Fee Justification Studies, OPSC eligibility, and the evolving requirements of Proposition 2.

Background
Tina Cullors has spent more than four decades helping California districts plan and deliver the schools their communities depend on. She began her K-12 career in 1985 and spent 24 years working inside California school districts, holding roles across Transportation, Facilities, Maintenance, Operations, and Grounds before focusing on capital program delivery.
Most recently, Tina served as a Director at MGT, and before that as a Director at EH&A, developing and implementing Facilities Master Plans (FMPs) and Developer Fee Justification Studies (DFJS) that reflect enrollment trends, demographic shifts, and updated nexus requirements, positioning districts to maintain eligibility for state funding and maximize developer fee revenue under evolving legislation such as Proposition 2. Earlier, she founded Tina Cullors Consulting Services, providing school facility planning and program support to K-12 and higher education clients.
Across her career, Tina has delivered new construction and modernization projects from concept through completion while ensuring compliance with California requirements, including CEQA, DTSC, CDE, OPSC, and DSA. She has helped districts secure and optimize more than $500 million in combined state and local funding, and is known for disciplined delivery, holding change orders to five percent or less on major projects. She has built strong partnerships with district leadership, architects, contractors, state agencies, and community stakeholders to advance projects that serve both immediate needs and long-term growth.
Tina completed the Educational Facilities Planning Program at UCR, holds a Bachelor of Arts in Organizational Management from Ashford University and a Certificate in Project Management from Villanova University, and was named Administrator of the Year by the Future Farmers of America. Above all, she is passionate about helping districts plan proactively, act strategically, and deliver high-quality learning environments that strengthen communities.
