Michael Bishop, Sr. is a veteran California K-12 school business executive who served as Associate Superintendent/Chief Business Official at Santa Ana Unified School District and Deputy Superintendent of Business at Paramount Unified School District. With deep expertise in school finance, bond program administration, and district business operations, he brings executive-level insight to every client engagement. Mr. Bishop also serves as faculty at the USC Rossier School of Education's School Business Management Certificate Program, where he helps train California's next generation of Chief Business Officials.

Mr. Bishop served as Associate Superintendent and Chief Business Official of Business Services at Santa Ana Unified School District — Orange County's second-largest district, serving approximately 36,000 students across 50+ schools. In that role, he oversaw the full scope of district business operations, including fiscal services, facilities, maintenance and operations, nutrition services, transportation, purchasing, and risk management. He was a key member of the Superintendent's Cabinet during a period of significant financial complexity, bond program development, and deferred maintenance remediation. Prior to Santa Ana Unified, Mr. Bishop served as Deputy Superintendent of Business at Paramount Unified School District in Los Angeles County, where he led business services for a high-need urban district serving a predominantly unduplicated student population.
Across both districts, Mr. Bishop navigated the full arc of California school finance — from AB 1200 fiscal oversight and multi-year financial projections to Proposition 39 facilities negotiations, general obligation bond program administration, and state facilities funding compliance. His tenure gave him deep, firsthand experience with the operational and political realities that California district leaders face every day.
Beyond his district service, Mr. Bishop is a faculty member of the University of Southern California (USC) Rossier School of Education's School Business Management Certificate Program (SBMCP) — the most rigorous and respected CBO credentialing pathway in California. Sponsored by FCMAT, School Services of California (SSC), and ASCIP, the program trains the next cohort of California school business officials through real-world simulation, competency-based assessment, and peer cohort learning. Mr. Bishop's role in the program reflects the deep respect his peers have for his practical expertise and his commitment to elevating the profession.
