Kate Kwon is an experienced K-12 facilities project manager who has spent nearly a decade delivering school construction and modernization projects for California school districts. As Director of Project Delivery at School Leaders, she oversees capital projects on behalf of district clients — from long-range facilities planning and modernization through new construction and closeout.
Kate joined the Fullerton Joint Union High School District in 2017 as an Assistant Construction Project Manager and was promoted to Construction Project Manager in 2023. Over more than eight years there, she managed facilities projects across the district's high school campuses — including modernization, new construction, and Career Technical Education Incentive Grant (CTEIG) projects — overseeing multi-million-dollar capital improvements funded through voter-approved general obligation bonds, the California Uniform Public Construction Cost Accounting Act (CUPCCAA), and formal competitive bidding. Fullerton Joint Union voters have approved major facilities bonds — including the $175 million Measure I in 2014 and the $284 million Measure L in 2024 — funding the kind of districtwide modernization and infrastructure work Kate specializes in.
Before moving into public education, Kate worked in healthcare construction as an Assistant Construction Manager at CHA Hollywood Presbyterian Medical Center in Los Angeles. She began her career on the design side, having studied architecture at the Southern California Institute of Architecture (SCI-Arc) — a foundation that gives her an architect's eye for how buildings support learning, paired with the on-site discipline of a construction manager.
Kate stays active in the professional facilities community, engaging with the Association for Learning Environments (A4LE) Southern California Chapter and the California Masonry Council. At School Leaders, she partners with superintendents, facilities directors, and business officials to keep bond-funded projects on scope, on schedule, and on budget — turning district facilities plans into finished, student-ready spaces.
