Carolyn Scholl is a highly accomplished educational facilities and planning expert with more than 15 years of experience delivering strategic infrastructure solutions for K–12 districts across California. She has successfully led initiatives involving new school construction, modernization, and the deployment of modular classrooms—managing each phase from early feasibility and land acquisition through DSA closeout and occupancy. Carolyn’s skillset includes capacity and utilization studies, facility condition assessments, educational adequacy evaluations, ADA and security surveys, and redistricting efforts, all executed with a focus on community transparency and long-term sustainability.
Throughout her career, Carolyn has held leadership roles at top-tier consulting firms and school districts. Her tenure includes serving as Facilities Planning Manager for Chula Vista Elementary School District, where she spent over a decade managing growth and modernization across one of California’s largest elementary districts. She later brought her expertise to statewide consulting roles, where she partnered with districts such as San Bernardino USD, Murrieta USD, Covina Valley USD, and Fremont Union HSD, providing advanced planning services ranging from bond strategy to stakeholder engagement and trustee area redistricting.
Carolyn’s analytical acumen is enhanced by her proficiency in Geographic Information Systems (GIS), demographic forecasting, and California’s state agency processes, including DSA, OPSC, CEQA, DTSC, and CDE. She has also successfully secured taxpayer association endorsements for major bond initiatives, underscoring her ability to align technical strategy with public trust.
Carolyn holds a B.S. in Business Administration from the University of Alaska Fairbanks and a School Business Management Certificate from USC. She is a certified Hazus-MH Practitioner through FEMA and has completed ESRI's Cartography MOOC.
