Rebuilding Berry Creek School After the Fire

In September 2020, the Berry Creek community in Butte County, California, suffered catastrophic loss when the North Complex Fire destroyed Berry Creek Elementary School. For this small rural community, the school was more than a campus — it was the center of learning, connection, and hope. School Leaders was honored to step in on behalf of the California Department of Education, providing services pro bono to ensure that Berry Creek could begin its journey from devastation to recovery.

Rebuilding Berry Creek School After the Fire

Overview

When the North Complex Fire swept through Butte County in 2020, Berry Creek Elementary School was reduced to ash. The community lost not just classrooms, but its anchor of stability and hope. On behalf of the California Department of Education, School Leaders stepped in at no cost to the district. We assumed the role of construction manager and, uniquely, the role of bond program manager — even though there was no bond. In essence, we created a comprehensive project management framework where none existed, guiding Berry Creek through every step of recovery and rebuilding.

Scope of work

    • Conducted a full damage and needs assessment for the destroyed campus.
    • Coordinated with the California Department of Education, local leaders, and community members to establish a recovery framework.
    • Developed specifications and coordinated facility project and rebuild.
    • Guided the school through the funding and approval process, ensuring compliance with state-level requirements.
    • Provided expertise in disaster recovery planning, project management, and future design considerations.
    • Supported advocacy efforts that ultimately led to historic funding commitments for reconstruction.

Successes

  • Secured historic state funding for Berry Creek School’s rebuilding efforts.
  • Established a pathway for a new, modernized campus designed to serve future generations.
  • Helped restore hope and stability for children, families, and educators in the community.
  • Set a precedent for how public–private partnerships can accelerate school recovery after natural disasters.

Challenges

  • Coordinating between multiple stakeholders (local district, CDE, county agencies, and the community) in the aftermath of a crisis.
  • Navigating the complex state funding process for a school that no longer had physical infrastructure.
  • Maintaining community engagement and trust while working through a long and often uncertain rebuilding timeline.

Highlights

The Berry Creek project demonstrates how School Leaders’ mission goes beyond construction management. It’s about standing with schools when they need it most — and turning tragedy into opportunity.

From ashes to action, Berry Creek School is on its way to becoming a symbol of resilience and renewal in California.
